Joe is a Certified Access Specialist and a member of the Board of Directors of the Certified Access Specialist Institute (CASI). Our mission is to help property owners and design teams in Santa Rosa, Napa Valley, San Rafael, Petaluma, and surrounding North Bay communities achieve compliance with ADA and Title 24 accessibility standards.

Biography:
Joe Burroughs brings over 45 years of unparalleled expertise to the building industry, having served extensively as both a construction foreman and inspector. His profound practical knowledge spans all phases of residential, commercial, and industrial construction, underpinned by an in-depth understanding of the Uniform Building, Plumbing, Mechanical, National Electrical Codes, and California Code of Regulations Title 24. For the past 15 years, Joe has distinguished himself as a Registered Certified Access Specialist (CASp) with the California Division of State Architects Office, a role he currently holds as a consultant and manager at Equal Access, CASp, LLC. In this capacity, he is instrumental in ensuring design and construction projects comply with ADA and California accessibility standards, providing comprehensive plan reviews and on-site inspections for diverse projects including multi-family housing, recreation centers, and significant remodel initiatives for universities and government buildings. Formerly a Plans Examiner and Building Inspector for the City of Sonoma for over two decades, Joe was pivotal in defining job parameters, achieving early ICC certifications, and serving as an acting Building Official. His commitment extends to community safety as a Safety Assessment Coordinator with the CA Office of Emergency Services, and active volunteerism with local non-profit organizations.
